What is the primary reason higher fees are not required for health, environmental, counseling, and birth and death registration services by local health departments?
 
  A. Because many of the direct services are optional, higher fees would be used if legislation allowed higher fees.
  B. Charging high fees would lessen voters' willingness to pay tax levies, resulting in fewer funds available for providing services.
  C. Clients requesting many of the direct health services have such low incomes that those higher fees would mean the clients would not receive services.
  D. It just seems morbid to charge high fees for birth and death certificates.
