National grants serve four purposes, the most important of which is the fourth:
a) To supply state and local governments with revenue
b) To establish minimum national standards for such things as highways and clean air
c) To equalize resources among the states by taking money from people with high incomes through national taxes and spending it, through grants, in states where the poor live
d) To attack national problems but minimize the growth of national agencies
