1, Define centralization as the act of moving key administrative functions from departments to the Executive Office of the President (EOP).
2, Explain the main advantage of centralization for the president: Given the tendency of bureaucrats to wander from their policy mandate, centralizing certain functions allows the president to more easily monitor the behavior of bureaucrats and ensure that they are advancing his or her core interests.
3, Explain the main disadvantage of centralization: While the president gains the benefits of loyalty within the EOP, this may occur at the expense of policy expertise. Often, employees in departments have more extensive expertise than individuals within the EOP.
