An ideal response will:
1, Indicate that presidents have greater freedom to act in the area of foreign policy because fewer powerful groups with a stake in international affairs are in place to oppose them. Also indicate that the interest of the public in international affairs is generally minimal.
2, Reveal that presidents, historically, have had the same level of success with Congress regarding issues of foreign policy and domestic policy.
3, Observe that Presidents George W. Bush and Barack Obama appear to have experienced fewer restrictions on their decision-making authority in foreign policy.
