1, Define the proportional representation system as one in which each party is represented in the legislature in rough proportion to the percentage of the popular vote it receives in an election.
2, Describe the single-district, winner-take-all system in the United States, in which electoral districts elect only one person to a given office on the basis of who wins the most votes, and how this system discourages minor-party independence and voting for a minor party, since failure to come in first means no representation at all.
3, Detail how in a proportional representation system, small parties can maintain their separate identities, since they can all win some seats, which means voters have more choices in finding a party that closely represents their views and do not have to feel that a vote for a small party is wasted, since representation could result.
