2, Describe the single-district, winner-take-all system in the United States, in which electoral districts elect only one person to a given office on the basis of who wins the most votes, and how this system discourages minor-party independence and voting for a minor party, since failure to come in first means no representation at all.
3, Detail how in a proportional representation system, small parties can maintain their separate identities, since they can all win some seats, which means voters have more choices in finding a party that closely represents their views and do not have to feel that a vote for a small party is wasted, since representation could result.
