Answer: An ideal response will:
1. Explain how advocates of progressive federalism view the relationship between the states and the national government as both coercive and cooperative.
2. Explain that the collaborative process whereby national policy makers embrace states' efforts to address a policy issue encourages states to act as laboratories of democracy.
3. Note that critics call progressive federalism free-for-all-federalism that results in a variety of state standards that are more costly than one national standardnot to mention the lobbying of state legislatures that is needed.

1. Explain that the full faith and credit clause requires state courts to validate and enforce the civil judgments of the courts of other states.
2. Explain that advocates of same-sex marriage argue that this provision means that legally sanctioned same-sex marriage performed in other states should be recognized by states that do not allow same-sex marriage.
