Answer to Question 1

Answer: An HIV-positive person is diagnosed with AIDS when at least one opportunistic disease has developed or when that person's CD4 T cell count drops below 200 cells per microliter of blood.

Answer to Question 2

Answer: Because the HIV virus changes its RNA into a double strand of DNA, whereas, usually the reverse happens where DNA is changed to RNA.
