Substandard quality of care means that surveyors found one or more deficiencies that constitute either immediate jeopardy to resident health or safety; a pattern of widespread actual harm that is not immediate jeopardy; or a widespread potential for more than minimal harm but less than immediate jeopardy, with no actual harm (CMS, 2002a). Results of all surveys are accessible to the public, with federal regulations requiring that the most recent survey be posted in a public area of the facility for easy access by residents, family members, and the general public.
