Answer to Question 1

provide one data system that provides national and state-level data on substance abuse clients and on the facilities that receive federal grants or contracts to provide substance abuse treatment.

Answer to Question 2

Congress sent a message to the states that they have to be able to substantiate the need for federal block grant money. Public Law 100-690 required collection of data on the national incidence and prevalence of both mental illness and substance abuse.
