 Managed care's interest in data for decision making in service delivery based on cost/benefit issues versus the interest in client-centered information systems that focus largely on client satisfaction.
 Emphasis at the national level had been more on the quality of the standards for data management than on uniformity.
 Lack of federal funding for a uniform system.
