Why would some argue that the lower costs of caring for consumers in the community may be somewhat deceptive as to what the actual costs ought to be?

Answer to Question 2

The funding from the hospitals did not always follow the consumer to the community; however, some would argue that the consumers have received uneven and often inadequate support outside the hospital. Thus, the lowered cost of community services may be in part a reflection of the inadequate funding that could deprive its customers of a decent quality of life.
