RATIONALE: One of the most consistent geographic patterns is the so-called balloon effect, referring to the fact that when a balloon is pressed in one place, the air shifts elsewhere. In the case of drugs, concentrated eradication efforts in one place almost always shift production elsewhere, some-times even from one continent to another.
