Answer to Question 2

The percent increase in water rate is much less than the percent increase in population.
This is probably because water has always been cheap, and up until recent years has
also been plentiful. Conservation measures in recent years have probably decreased
the amount of water used per capita, therefore dismissing the need to raise water rates
signifi cantly.
