Answers will vary. Look for supporting evidence. The clustering might make it easier to
concentrate resources in the areas where they are most needed. The distance between
the clusters may add to the complexity of planning.

Answers will vary. The increased-risk census-block groups tend to be clustered into 6  8
groups. The clusters may refl ect older, poorer, or ethnic neighborhoods, or combinations
of these factors.
