What would be the main result, both positive and negative, if Japan were to allow the importation of rice and open its agricultural lands to urban development?

Advantages including the (possible) lowering of prices for the country's most important staple food, and greater quantities available. Disadvantages include a possible dependency established between Japan and other countries for the importation of rice; and the potential destruction of a cultural practice (rice farms). Advantages include the opening up of more space to relieve urban congestions and more space for industrial growth; and the replacement of a relatively unproductive economic activity (rice production) with something more efficient.
