Answer to Question 1

There might be a role for private companies, but since this is a very long-term project, government investment will most likely be needed. The instance of Elion Resources showed that entrepreneur activities can be successful; they were originally trying to insure their mining activities and innovated ways to do that and sell the licorice root for profit.
