Europe has different forms of devolution. One type is the more typical situation where a minority that has a distinct geography, i.e., a regional identity and territory, confronts the nation/majority with their desire to be recognized and have some form of self-governing. Autonomy or independence may be the ultimate goal, and the methods may vary from violent actions (Basque terrorism and Donbas paramilitary conflict) to democratic referenda (Catelonia and Scotland). The other form is the Europe of Regions promoted by the EU whereas sub-state units initiate cross-border cooperation; meanwhile, the EU promotes a supranational agenda (beyond nationalism) that attempts to develop a pan-European identity.
