Answer to Question 2

Air tends to occupy spaces between the ice crystals and air movement through the snowpack is limited. The snowpack is not a very effective conductor of heat and so it insulates the soil from the cold air above. Soil temperatures, therefore, tend to be higher than they otherwise would be.
