Europe is one of the greenest regions in the world. In part, this stems from the fact that Europe's population very high and is densely settled AND that the region is among the most developed countries of the world. Thus, the people experience the effects of pollution earlier than regions like North America, where the population is more sparsely settled. Air and water pollution have been serious problems in the past. In order to address their environmental problems, Europeans have had to overcome political and national boundaries and issues in order to develop agreements that all could live with. The European Union, for example, has developed an emissions trading scheme, and virtually all European countries have ratified the Kyoto Protocol.
