Answer to Question 1

Answer: Natural surfaces allow rainfall or snow melt to permeate the soil and is therefore retained below the surface. The streets and sidewalks of a city, however, are almost impervious to water. Thus, the runoff flows out of the city through the flood-control system.

Answer to Question 2

Answer: the area of the city and the population density
