The purpose is to ensure that employers make personnel decisions based only on employee qualifications instead of on the basis of sex, race, color, religion, or national origin. The Age Discrimination in Employment Act is concerned with discrimination based on age. The effects are similar, but Title VII is broader and not focused solely on one characteristic as is the Age Discrimination in Employment Act.
