To be effective, rules and procedures must make sense to students. This represents the primary similarity in creating rules and procedures at both the elementary level and at the middle and secondary levels. At the middle and secondary levels, consistency in enforcement of rules becomes even more important, because older students are more sensitive than their younger counterparts about perceptions of fairness and teachers having favorites or pets. Self-determination theory also becomes an important theoretical foundation at the middle and secondary levels, because autonomy and perceptions of competence become more important to students as they get older, so strategies, such as soliciting student input into rules can be effective with older students.
