Poorer people are exposed to more environmental hazards; they are more likely to be exposed to toxic chemicals in the environment; they are dying from infectious diseases at a greater rate because of a lack of adequate health care; and they have an increased risk of death from malnutrition because of a lack of food.

Answer to Question 2

The Endangered Species Act of 1973 (ESA) provides protection to endangered and threatened species. When a species is officially recognized as being either endangered or threatened, the law specifies substantial fines for killing, trapping, uprooting (in the case of plants), modifying significant habitat of, or engaging in commerce in the species or its parts. The legislation forbidding commerce includes wildlife threatened with extinction anywhere in the world. Critical habitats must be targeted for preservation and management to aid the recovery of the species. The ability of the ESA to manage land extends to privately held land. Without this authority, the ability to manage ecosystems for species recovery would be nonexistent. The ESA has been implemented by using the listing of species whose survival is in doubt, protecting critical habitat for species whose numbers have dropped to critical levels and developing recovery plans that are designed to allow listed species to survive and thrive.
