Answer: Cold air cannot hold significant moisture, so climate conditions at these high-latitudes are dominated by the downward flow of cold, dry air.

Answer: Most coastal deserts are located on the west edges of continents at latitudes where the prevailing wind is from the east. This means that atmospheric circulation carries dry continental air offshore rather than bringing moist oceanic air onshore.
