Informing the neighbor that he can't share confidential information is an honest answer. It would be better to explain how laws prevent disclosing information than to be less than truthful with others. Telling the neighbor he will check it out tomorrow or that he doesn't know is not being honest in providing an answer to the neighbor's question. Although they may all be friends, a nurse is prevented by HIPPA laws from disclosing any information to anyone.
