1 . Prohibiting meat from suspect animals getting in human food
2 . Banning animal products in ruminant feed
3 . Surveillance - USDA is sampling 40,000 animals per year and testing for BSE
4 . Stopping the importing of live animals or animal products from countries with BSE
5 . Prohibiting the use of the entire carcass of cattle where there is a higher risk
