You look at your neighbor's grass and see that all of the grass blades are shredded and brown on the tips. What is most likely causing this?

The mower is dull and is shredding the grass blades rather than cutting them cleanly.

Answer to Question 2

It is not crucial to return clippings, but returned clippings do contribute additional nutrients to the grass when they decompose.
