Excessive livestock numbers relative to forage resources, lack of land tenure, long period of low forage quantity and quality, periodic droughts, poorly planned water developments, indiscriminate burning.

Answer to Question 2

Develop early drought warning system, develop complementary forage resources, develop methods of storing feed, develop areas with forage reserves.
