Propranolol is a beta blocker, which is used concurrently with hydralazine to prevent reflex tachycardia, which is common with the use of hydralazine.
Propranolol will not prevent rebound hypertension with hydralazine.
Isosorbide dinitrate (Isordil) would be used to reduce afterload.
