FEEDBACK:
An average is computed by adding up all the values and dividing by the number of values. Since each option considered concerns a sample, the number you divide by is the number of people in the sample--that is, the size of the sample, often denoted by n or N. The other consideration, however, is who should be in the sample. Children and people who don't work also don't commute to work. If they were considered in the sample, their commute time would be zero. When you then divided by the size of the sample, the average commute time computed with many zeroes would be lower. Thus, it's important that the sample represents those included in the statistic--specifically here, those who are employed.
