Answer to Question 1

Today scholars reject using the idea of delayed evolution to explain Native-American cultures as simple. (This is an outdated ethnocentric concept.) In spite of the fact that their music and/or language is not written down in symbolic notation, what appear to be simpler cultures turn out to be very complicated.
Thus scholars today reject this notion.

Answer to Question 2

A wide variety of drums and rattles are used to accompany traditional Native-American singing.
Instrumental ensembles such as the familiar orchestras of the Western music-culture are unknown in traditional Native-American music.
