Why does Locke begin the chapter with the questions Where is Africas beginning and end? What music is African music? and When is an African?

 In terms of its music-culture, Africa is not defined by its geographical borders but rather by the presence of its people throughout the world.
 Because music by its nature always is changing, the music made by African people is dynamic and malleable.
 The people of Africa not only are varied but are affected by history, as well. Human identity is more about relationships than unchangeable essences.
