Answer to Question 1

The air will escape from the system rather than returning to the tank. Eventually the tank will waterlog.

Answer to Question 2

A GFCI can interrupt the flow of electricity in as little as 1/40 of a second to prevent electrocution. They compare the amount of current going into the electric device with the amount of current returning from it and if the difference exceeds 5 milliamperes, the device automatically shuts down.
