Answer to Question 1

Range  tells how low and how high a reading the meter will provide for each function the meter can perform.
Resolution  tells what units of measure are used for each function. On a digital meter specification it may be expressed as the number of digits or decimal points.
Accuracy  is how close to the actual value the meter is going to read. These values are usually given as a percentage

A momentary surge or spike of voltage can be several times the normal circuit voltage.
