Answer to Question 1

Recovered refrigerant - has been removed in any condition from an appliance and stored in an external container without necessarily testing or processing it in any way.

Recycled refrigerant - has been removed from an appliance and cleaned for reuse without meeting all of the requirements for reclamation.
Reclaimed refrigerant - has been reprocessed to at least the purity specified in the ARI Standard 700-1996, Specifications for Fluorocarbon Refrigerants

Answer to Question 2

Besides the obvious cost of refrigerant, they operate inefficiently, consuming more power to produce less cooling.
