Can a proper balance be performed on a duct system that does not have balancing dampers for each branch?

Answer to Question 1

No, without dampers in the duct there is not a good way to adjust the system airflow.

Answer to Question 2

The amp draw of a blower motor can be used as a general indicator to show the amount of air a blower is moving. The amp draw increases as the fan moves more air and decreases as the blower moves less air.
