The legal theory of indemnification indicates that a subcontractor holds harmless the contractor based on an indemnity clause in the contract between the subcontractor and the contractor.

Answer to Question 2

The United States Court of Appeals reviews cases involving federal administrative boards and commissions and the decisions of boards such as the National Labor Relations Board, the Immigration and Naturalization Service, the Internal Revenue Service, and the Interstate Commerce Commission.
