The term substantial completion, unless redefined in the Contract Documents, normally means that:
 
  A. the work is almost completed, but final completion will not occur until a later date.
   B. the contractor's obligations under the contract have been satisfied even though some minor items of pickup work remain.
   C. liquidated damage provisions of the contract still apply until all pickup (punch list) work is completed.
