Answer to Question 1

To protect workers below the level of a scaffold, construction companies should take the following precautions: 1) barricade the area below the scaffold, 2) erect toeboards along the edge of any scaffold that is higher than 10 feet above the next lower surface, 3) use paneling or screening erected from the toeboard or platform to the top of the guardrail to prevent objects from falling off the scaffold, 4) erect guardrails with openings too small to allow objects to pass through and fall to a lower level, and 5) erect canopy structures, debris nets, or catch platforms to catch or deflect objects falling from the scaffold.
