In steel erection, written authorization must notify the steel erection contractor that concrete used in footings has withered:
 
  A. Cured to at least 75 of its intended minimum compressive design strength.
  B. Has cured sufficiently to support the loads that will be imposed during erection.
  C. Both A and B.
