An arc condition that can be caused when a high voltage lines come into contact with each other or a lower voltage line.

Answer to Question 2

Active stall turbines regulate power by increasing pitch to stall conditions once rated power is achieved. The power is maintained at a constant level by moving the blades in and out of stall conditions.
