Answer to Question 1

In the past, such climatic changes led to drought or flooding, both of which could
severely affect a region and cause famine. We depend on larger areas, but a drought similar
to the mid-millennium one in North America would affect us just as severely in our times as
previous societies have been affected by such events.
An example of this is the effect of global warming. Proponents of business as usual dismiss
fears of massive dislocation. However, the submergence of large parts of major coastal cities
by sea level rise would have an enormous economic impact.

Answer to Question 2

Because the standards do not eliminate the pollutants, it is not possible that harm
to people's health can be eliminated.
