The phase velocity is the velocity of a point on the wave at constant phase (a crest, for instance). The phase velocity is to the wave packet as the velocity of the center of mass is to a particle.

Answer to Question 2

D.
This statement is not true. The movement of a wave packet is at the group velocity, not grouping order.
