Answer to Question 1

ANSWER: (a) Preschool children, ages 3 through 5, under Part B of the law. Part B extends
IDEA to preschool children. Preschool children can be identified with a category of
disability or by the term developmental delay. The team can use either IEP
(individualized education program) or IFSP (individualized family service plan). The
lead agency is the State Education Authority. (b) Infants and toddlers, ages birth
through age 2, under Part C of the law. Under Part C, children are identified as
developmental delay. The team must use the IFSP. The lead agency for this group is
appointed by the governor.

Answer to Question 2

ANSWER: (1) ages birth to 2: infants and toddlers, Part C of the law. (2) ages 3 through 5:
preschoolers, Part B of the law.
