ANSWER: Studies reveal that direct instruction yields good results through the third grade but that performance falls after that. Cognitively oriented programs have not been as effective in developing mastery of mechanical skills but have shown potential gains later.

ANSWER: The federal and state governments improved monitoring procedures, required more effective evaluation, and sponsored studies to improve programs. Some states also began to provide additional money for programs
