Are there some instances where an electronic recorder will suffice for the record of a proceeding? If so, where?

Answer to Question 1

Yes. In some of the very minor courts where accuracy is not important and a verbatim record is not necessary. Electronic recorders certainly can suffice in situations where only one or two people are speaking in a controlled environment, etc.
