Answer to Question 1

TRUE

Answer to Question 2

Cost is one disadvantage of using Westlaw or Lexis. In addition, some employers may not have access to Westlaw or Lexis. Westlaw or Lexis may also be down temporarily due to system problems. Free online sources for statutes do not contain annotations such as notes of decisions. In addition, Westlaw and Lexis provide validation services, such as KeyCite or Shepherd's, so a researcher can check to see if the statute has been amended, repealed, or held unconstitutional.
