An investigation plan is created by making a list of each step involved in obtaining and verifying the facts and information relevant to the legal problem being investigated. It should follow a logical pattern and should indicate what kind of information you plan to request and how you plan to obtain it. It should also have columns for the date the information was requested and the date it was received.

Review the file to familiarize yourself with the case before calling the agency.
Go online to the agency Web site to search for as much background information as possible.
Review the agency's regulations to ascertain which documents the agency prepares in specific types of cases (e.g., in Superfund cases).
Make a list of the various documents, and determine in advance which documents you will be requesting.
Develop a list of alternatives to use in the event that the documents that you request have not been prepared or are not available.
