2. Point out that poor blacks who inhabited the inner city or rural conditions faced a decline in jobs, income and quality of life. Black men became stereotyped as criminals while the inner city continued to lose jobs and become infested with drugs and HIV/AIDS.
3. Conclude that black poverty and the plight of the inner city remains a major problem in American society.
